This 316 Stainless Steel holder can be screwed r through-bolted onto the deck.

Simply tie a fender permanently to the ring that fits into the top of the fixture. When you push the button on the base, the ring pops out so you can stow it and the fender away.

When it's time to deploy the fender, just push the ring back into the base, and you're ready to go.
